Environmental Assessments and Remediation
Cook-Joyce, Inc. provides engineering and geological characterizations to evaluate releases of chemical substances, wastes and waste constituents, petroleum products, radioactive materials, and crude oil and related materials to the environment. After appropriate characterization, CJI’s engineers and geologists design and implement response actions to remove, decontaminate or control such releases so that they do not pose an unacceptable risk to human health or the environment.
Site investigation services provided by CJI range from Phase I Environmental Site Assessments (ESAs) to satisfy the “All Appropriate Inquiries” rule under CERCLA to detailed evaluations requiring characterization of multiple contaminants, sources, and preferential pathways for contaminant migration and delineation of the extent of these contaminants in soil, groundwater, surface water and sediment under the following program areas/jurisdictions:
TCEQ
- Chapter 327 Spill Rules
- Texas Risk Reduction Program
- LPST Program
- Voluntary Cleanup Program
- RCRA Subtitle C
EPA
- CERCLA
- TSCA
RAILROAD COMMISSION OF TEXAS
- Operator Cleanup Program
- Voluntary Cleanup Program
In addition to a thorough understanding of site characteristics, cost-effective remediation of contaminated sites requires knowledge and practical understanding of potential remedial approaches that are viable under the program areas/jurisdictions identified above. CJI’s staff of engineers and geoscientists has assisted a wide range of clients in developing, evaluating, and implementing remedial actions at properties across Texas, with services including:
- Remedial Options Analyses
- Planning and Remediation System Design
- Construction Plans, Specifications and Bid Documents
- Construction Administration and Management
- Remediation System Operation, Maintenance. and Optimization
- Post-Closure Monitoring and Evaluations
